People, businesses, and government entities support our efforts to provide this service. They receive a tracking number linked to their private contact information. The tracking number, transaction code, date, amount, and ledger balance are shown in the List of Sponsors. The administrative cost for providing this service is capped at 10% of all raised funds, meaning 90% will go to the medical procedures and the Hope Now fund. Any necessary work or costs above that must be absorbed by volunteer efforts. This effort will evolve over time and become more streamlined and efficient. People from anywhere in the world are free to sign up and request the voluntary sterilization services. They receive a tracking number linked to their private contact information and private medical information (all is protected under federal HIPAA statutes). The tracking number, date enrolled, ranking number, and location information is shown in Pending Recipients. We independently contract for the medical services and receive written verification from the medical authority before funds are paid either to the medical facility or recipient. Currently funds are based on demonstrated need or hardship. Those with the greatest need shall receive services first. The service is voluntary, and subject to governmental approval for the specific country and region. In the case of females, pregnant women are not eligible. Currently the minimum age for males or females is 18 and the maximum age is 36. Funds paid to recipients (in addition to what is required for the procedure) are based on a variety of factors. Recipients are notified before the procedure of the final determination amount. The factors are independently verified through a variety of sources. Attempted fraud is reported to authorities and prosecuted to the greatest extent possible. Widespread or governmental fraud for a region may disqualify that region from eligibility for the service. The Hope Now fund is that portion that is paid to the individual in cash, goods, and services over and above the cost of the procedure. This portion is currently divided into three equal parts. The first part is discretionary cash the individual directly receives. The second part are baseline goods and services that the Hope Now Project Team chooses for the recipient to receive. The third part is chosen by the recipient from a list of goods and services that the Hope Now Project provides through contracted sources. The recipient chooses which ones from the list to receive and how much. The list from which the baseline and supplemental goods and services are selected include these categories:
